Phnom Penh, capital of Cambodia, is now rebuilding after the war of the 1970s. CTI has been assisting the postwar reconstruction and rehabilitation of the city. The city is located west of the confluence of the Mekong and Tonle Sap Rivers. Phnom Penh was originally developed on the relatively high natural levees, and has been expanding to the west and south with the construction of a ring dike. Urban drainage facilities have been developed gradually in line with the development of the city. However, the system was not in function due to deterioration and war related damage. As a result, the city suffered from frequent flooding and inundation, that brought serious constraints to the social and economic development not only for Phnom Penh but to the whole country in general.

Based on the comprehensive master plan for flood protection and drainage improvement for the city, the southern part of the city was identified as the most vulnerable area to be flooded. In 2002, construction works started., successfully ending in 2004, and effectively contributing to the socio-economic development of the city and the country as well.
