A request was made by the Islamic Republic of Pakistan to Japan in 2002 to establish an Environmental Monitoring System, which has water quality and air contamination monitoring functions. This project took form in 2005 under the Japan Grant Aid program.Air monitoring stations have been installed at five cities of Islamabad as the center, Lahore, Karachi, Quetta and Peshawar, networking each other. Equipments necessary for water quality analysis have been also installed at the laboratories at these cities, one of which was newly constructed at Islamabad.

Basic design and management for implementation of this project have been provided from 2005 to 2007, including the transfer of technical and management knowledge associated with the monitoring system to the Pakistani counterparts.
