This system was designed by CTI and implemented as a test project in Hiroshima City by the Ministry of Land, Infrastructure, Transport and Tourism for traffic control.

The system is particularly useful for judging whether vehicles passing a control point are registered or not, and to record the vehicle license number and passing time. Connecting this system to the police and road control authorities is useful for reinforcing the prevention of traffic law violations and ultimately helping to improve traffic control. It only requires a monitoring camera at the control point and a set of data processing PCs and a registration data base.
