In order for the Republic of Bulgaria to became an active member of the EU, one of the requirements was to met the EU Water Framework Directive (WFD), to reach the preferable status of water bodies by the year 2015.

The Government of Bulgaria made an official request to the Government of Japan to aid the Bulgarian efforts to met the above mentioned goal. A JICA study project was approved and after a selection process, CTI was chosen to implement this project. The study aimed to reach the following objectives:

• Assist the Ministry of Environment and Water (MoEW) in the implementation of the WFD, including; the preparation of River Basin Management Plans for the selected areas, and; Develop a GIS, monitoring programs and water balance for the entire country.
• Transfer of technologies and training on Integrated Water Management.

After the implementation of the study a plan for the entire country water management was build, and measures that need to be implemented to achieve the WFD were set.
