The Kingdom of Morocco, located in North Africa in the Atlantic Ocean, its economy is primary supported by a very weather susceptible agriculture and oil production which price is determined by the international market. Hence, the main incomes of the country are tightly related to uncontrollable external situations, making its economy very fragile.

A high rate of unemployment, a marked gap between the rich and poor, and life standards between urban areas and rural areas has drive a big part of the total population (nearly 55%) to live in the cities. The accelerated growth of urban areas without control, has created areas without public infrastructure and basic services, and cataloged as "unsanitary areas", with several health problems and even affecting the water quality for the cities were they are located.

To solve this problem the Government of Morocco begun the "National Initiative for Human Development" in May of 2005 for a period of 5 years to reduce and improve the above mentioned situation.CTI was selected to run a study for the improvement of these areas, selecting as a pilot area the Sidi Tabi Commune, located in the suburbs of the city of Sale.

Through the study, the poor urban communities were organized and capacitated to initiate administration works for the urban area. Also community members were organized in order to improve their neighborhoods.
